The Industrial Strategies Division is seeking a first-level supervisor (Air Resources Supervisor I, ARS I) for the newly established Carbon Management Branch. The position and Branch will support California's efforts to meet carbon neutrality, as required by AB 1279, by supporting and advancing carbon dioxide removal strategies. Specifically, the ARS I will oversee staff in the section who are responsible for supporting the development of nature-based carbon dioxide removal as a strategy for achieving carbon neutrality.
This work supports California's fight against climate change, implementation of the 2022 AB 32 Scoping Plan, and implementation of AB 1757 (2022, Garcia). The 2022 AB 32 Scoping Plan and multiple independent scientific and technical analyses are clear that for California to get to carbon neutrality, the State needs to deploy all tools available to both reduce our greenhouse gas (GHG) emissions and to capture and remove carbon dioxide from the atmosphere to achieve carbon neutrality by 2045. Carbon Dioxide Removal (CDR) from both engineered and nature-based solutions are part of this toolkit, and we expect increasing deployment of nature-based strategies to support carbon removal over the coming decades.
This ARS I will lead the section staff responsible for supporting the development of carbon targets for natural and working lands, as well as supporting the tracking of land management actions towards these targets. In supporting target setting and tracking, the ARS I will oversee staff conducting carbon sequestration and greenhouse gas modeling of natural and working landscapes and climate smart land management actions. This includes identifying improvements to existing natural and working lands (NWL) models, and the creation of new and more advanced models to better understand how different land management strategies will deliver on the State’s climate change goals, while providing other valuable ecosystem services. Where feasible, the section will also provide information on the carbon sequestration, GHG benefits/impacts, and ecosystem benefits (e.g, wildfire smoke reductions, habitat improvements, water supply benefits, etc.) of nature-based solutions at various scales (i.e., Statewide or regional). The ARS I will also closely across CARB as well as with the AB 1757 advisory committee and other Federal, State, and local agencies to identify policies that can expand climate-smart land management.

This position may be eligible for hybrid in-office work and in-state telework. The amount of telework is at the agency's discretion and is based on the California Air Resource Boards' (CARB) current telework policy. While the CARB may support telework, some in-person attendance is also required.
The positions at the CARB may be eligible for telework with in-person attendance based on the operational needs of the position under Government Code 14200 for eligible applicants residing in California, subject to the candidate meeting telework eligibility criteria outlined in the CalEPA telework policy and/or future program need. Employees not residing in California are not eligible for telework. Effective July 1, 2025, the California Department of Human Resources (CalHR) implemented the Personal Leave Program 2025 (PLP 2025). PLP 2025 directs that each employee shall receive a 3 percent reduction in pay in exchange for 5 hours PLP 2025 leave credits, monthly. The most competitive candidate will possess excellent communication and interpersonal skills; strong scientific and technical background that includes experience with carbon sequestration or greenhouse gas quantification or modeling, regulatory experience; the ability to meet deadlines; knowledge of CARB programs and policies especially those related to climate changea and carbon dioxide removal strategies; knowledge of GHG and climate change accounting and inventory tools; planning and management experience on major projects; and the ability to effectively interact with all levels of staff and management across CARB , other government agencies, international groups, industry, nongovernmental agencies, and other public stakeholders.
