Electronic Document Management System (EDMS) BA
W2 - Hybrid: St. Paul, MN


Requirements Gathering & Analysis

  • Lead pre-discovery workshops with DPS stakeholders to review business processes and associated forms.

  • Analyze, document, and validate current-state workflows across all identified processes.

  • Partner with the vendor to define and document future-state workflows, ensuring alignment with DPS business requirements.

  • Identify, capture, and document additional requirements outside the scope of the EDMS project for future evaluation and planning.

Integration Design & Management
  • Coordinate and respond to vendor configuration and data requests for each process and form.

  • Develop comprehensive integration specifications for SWIFT and SEMA4, supporting both inbound and outbound transactions.

  • Collaborate with stakeholders to define an integration strategy and project timeline aligned with overall program objectives.

  • Lead and oversee integration activities in collaboration with MNIT, DPS, and MMB to ensure successful delivery.

  • Define and document integration data elements, success and failure criteria, and exception-handling processes for all SWIFT and SEMA4 interfaces.

Testing & Validation
  • Design and document high-level integration test scenarios, including positive, negative, and exception cases.

  • Facilitate User Acceptance Testing (UAT) for forms, workflows, and integrations, ensuring stakeholder validation and formal sign-off.

Project Planning & Support
  • Contribute to the development of key project deliverables, including:

    • Test Plan

    • Communication Plan

    • Training Plan

    • Deployment Plan

  • Present complex information in a clear, concise, and audience-appropriate manner.

  • Translate technical concepts into business-friendly language for non-technical stakeholders.

  • Demonstrate a strong understanding of complex business processes and workflows.

  • Provide effective knowledge transfer to project and operational teams.

Desired Qualifications Experience
  • Minimum of 8 years of experience in an IT Business Analyst role.

  • At least two long-term (12 months or longer) engagements in a Business Analyst capacity.

  • Proven experience supporting enterprise-scale solutions and business process improvement initiatives.

  • Demonstrated ability to lead requirements elicitation for complex, multi-stakeholder IT initiatives in fast-paced environments.

Analytical & Problem-Solving Skills
  • Strong expertise in:

    • Gap analysis and opportunity assessment

    • Problem definition and root cause analysis

    • Information gathering and research

    • Evaluation of alternatives and solution design

    • Implementation of effective and sustainable solutions

Communication & Interpersonal Skills
  • Proven success collaborating within cross-functional teams.

  • Ability to build and maintain strong relationships at all organizational levels, including executive leadership.

  • Skilled in managing competing priorities and navigating conflicting stakeholder interests.

Technical & Professional Knowledge
  • Advanced understanding of Quality Assurance (QA) principles and best practices.

  • Strong knowledge of Project Management (PM) methodologies.

  • Business Analyst certification (e.g., IIBA CBAP or equivalent) preferred.
