Job Title: Full-Stack Developer (Web & Mobile)

Location: Richmond, VA (Hybrid)
Duration: 4 Years Contract with Two 2-Year Renewals

Job Description:

Scope of Work: Client is seeking a supplier to provide Enrollment Broker Services for the Cardinal Care program, supporting ~1.9 million Medicaid/FAMIS members. The supplier will manage member education, enrollment into MCOs, call center operations, system integrations, and reporting. Technical and operational staff are required to support development, maintenance, and troubleshooting of web, mobile, and backend applications, ensuring compliance with PHI/PII requirements, accessibility, and AWS/cloud security.

Responsibilities:

• Develop and maintain transactional web and mobile features hosted on AWS.
• Build user interfaces and flows using React or Angular; contribute to mobile development (iOS/Android or React Native).
• Integrate and consume back-end REST APIs (GraphQL knowledge is a plus).
• Implement form handling, validation, and state management.
• Ensure compliance with security and accessibility guidelines (WCAG/Section 508).
• Use Git and CI tools to support regular release cycles.
• Identify and resolve bugs, and make performance improvements.

Requirements:

• Prior Medicaid/healthcare project experience (preferred but not mandatory).
• 2 5+ years of professional experience in web application development.
• Strong skills in JavaScript/TypeScript, HTML, and CSS.
• Practical experience with React or Angular.
• Familiarity with back-end technologies (Node.js or Java) and SQL fundamentals.
• Willingness to work with AWS basics (S3, API Gateway, Lambda, RDS).
• Exposure to mobile development frameworks (React Native, Swift, or Kotlin).
• Experience with Amazon Connect, AmazonOpenSearch, Lex/Bedrock bots, or Amazon Q.
• Understanding of accessibility and security best practices in government/healthcare IT environments
